RadPower is offering $200 off RadMini Folding ebikes until August 31. Normally $1,499 now $1,299. Choose from regular or step-through model.
These are excellent ebikes - I personally own a RadRunner and am hoping for a deal on a RadRover as I am too tall for the mini. these rarely go on sale and are often back-ordered. In fact, I would take the shipping estimate with a grain of salt and they are plagued with the same overseas shipping delays as everyone else these days.

Frequent riders who drain a full battery and recharge it all the way, every day, seven days a week, will see about 2.5 years of life from their battery. A casual rider's battery can last closer to 6-7 years.

I bought the RadRunner 1 used and really enjoy it. With that said, yes I think the extra money is worth it as you will likely spend that in upgrades anyway and the Plus gives you gears and front suspension which you could not easily add even if you wanted.
$300 = 250W less in motor and about 26 cells less in the battery pack
It also looks like the battery is easier to remove on the Rad. While the Lectric isn't too bad to fold once you get the hang of it, it's still annoying and a bit clunky. With the Rad it's right there and looks easy enough to access. This also means the key is likely in an easier-to-reach spot than under the frame like on the Lectric.
The Lectric does come with a rear rack while it looks like that's an extra on the Rad.
- Battery sizes - 48 volt 14 amp battery (Rad Mini 4) vs 48 volt 9.6 amp battery (Lectric XP). The Rad MIni 4 will have more range than the Lectric, due to the larger battery size than the Lectric XP.
- Design/Styling (Your preference for design/style of both ebikes)
- $300 - $1299 for Rad Mini 4 vs $999 for the Lectric XP.
