The actual fighting mechanics are the star here. Everything has been ironed out beautifully and feels good. It's simple enough that someone who's only played Smash 64 can still pick it up and do decent, but it has enough complexity that you'd have to dedicate hundreds of hours of your life to master all the pro techniques.
The 3DS game also held back on a lot of content because they had to condense it down to fit on a small cartridge. Ultimate is packed with content even if you only play single player. It has tons of characters and stages and spirits to fight and a full campaign and a classic mode that's unique to every character and all the usual special events like the home run contest. They really put a lot of effort into this one.
The worst thing about Ultimate is the online. I mean, I'm glad it has online, but Nintendo's servers are still horrible. You'd think they'd invest some of that Switch money they're rolling in into improving their servers but that doesn't seem to be happening anytime soon.

I only bought the first pack but I've barely even played with any of those characters. So when the second pack rolled around I figured I'd wait for it to go on sale if I ever do get it.
But the lack of 12 characters and 11 stages won't do anything to minimize your enjoyment of the game. And if you really want one specific character you can always just buy them alone.
