The problem was not on Chase side, that amount just couldn't trigger the offer, regardless which Chase card you had. The problem was on AT&T's side, the only thing you could do was avoiding purchase small priced items in a single order, unless AT&T updates their system and stops splitting orders.
I have this on 2 cards. I could buy Apple AirPod pro and split it into 4 transactions (2 cards) and basically get $150 off a pair.
AirPod pros are overpriced but still a decent discount.
Got eemmmm
All is see is overpriced cases and chargers

And my plan B is I'm simply going to go to an official, physical AT&T store and buy the stuff there.
I'll have to go twice, or make 2 separate purchases, but there's no rush as this deal doesn't expire until 43 days from now.
Nobody's going to be able to cancel or change my order after I walk out of the store with the items already in my hand.
None needed…..you obviously were smart enough to figure it out on your own. Good job!
I ordered 2x 4 Airtag - White for $99 each. With tax in CA, $108'ish.
I'll end up with 8 Airtags for $216.
Sell 1x 4-pack for $100, so = $116
Chase $75 credit. = $41 total spent and I end up with 4 Airtags.
