i3-10100f - $110
mobo - $60-80
8gb memory (2x4) - $45
500gb ssd - $55
psu - $30-50 (find a decent one on slickdeals)
not including GPU or Win10, that's already $350-390 including this case. you'll most likely have to go used in order to fit that budget (and actually be able to play some games).
another option is to find a used OEM desktop (dell, hp) using 3rd or 4th gen i7 that also still uses standard ATX connectors (hopefully around $200) and use that as a starting point.
