You should be able to, but you will need to load the offer in the target app, scan the target circle barcode for the 20% off, then scan your starbucks app to pay. Also, make sure you don't have any gift cards saved in the Target app, or else toggle them off. Otherwise, scanning your circle barcode will automatically charge the total to your Target gift cards.
