In for some DoorDash and Target GC. I would highly recommend resetting your password and setting up 2 factor auth for APP use. My wife's Target account was hacked somehow and the scammers where able to use the entire GC that are stored in app wallet. We complained to Target CS with no luck. They said it was us even though it 1000 miles away in another state. Luckily it was only $60 but hate to see that happen to someone with $500 GC.
This is a lesson learned for us. Now I buy 5 $100 GC and add them to the wallet as they get used up or are needed. Better than safe than sorry. Absolutely no protect with GC like CC sucks!

Worked on ebay gift cards. Discount was shown during Paypal checkout screen (not Target checkout).

Yes it shows on the PayPal check out page just above the item description. There is an section that says "Pay With" and below that it says 1 offer applied. See attached Screenshot

I logged into Bank of America website, because that is the credit card linked on my Paypal account.
It shows $462.50 Pending and then an immediate -$462.50 reversal.

It looks like it is all Target's doing. Nothing to do with Bank of America or Paypal.

I did see the discount but then once it jumped back to Target page the price went full price. Is that normal

This offer definitely works for Target GC and DoorDash GC. Did it on 2 accounts. If you save the offer and checkout with PayPal. Are you sure you read the terms for the Walmart $30? Its not a cashback the offer is applied at check out and when the charge goes on PayPal it shows $450. The user receives $500 worth GC. You do have to find the "Deal" in your PayPal account and save the offer as written by OP.
