I was walking around a local Walmart and saw these on an end cap. They had no price tag, so I scanned it with the Walmart app and they came out to $249.99. I picked up 2 and they still had 6 more on the shelf.

I use an old Celeron with Quicksync. I've personally hit 22 1080p at once. I don't transcode 4k so couldn't give you an estimate there.
It's amazing how many people don't realize this and frequently recommend adding GPUs for Plex. That's not needed and purely a waste of money. Even the Plex subreddit has hoards of individuals frequently recommending a GPU for Plex. Feel free... but it's a waste of money.
edit: Use Linux in this use case to avoid any headaches. I recommend Ubuntu

List PSU's that should work. Finding one is nigh to impossible. I guess you could buy it at HP but shipping takes forever and it is expensive.
Found one on Amazon but it was $200.
It seems we can put a 310W HP power supply also for this system. I found that information in a BestBuy community reply by HP Team
"This Desktop PC has the L81008-800 - 180W power supply installed. This chassis can also use the L64961-800 - 310W power supply, and the connectors should be the same. I hope this helps you."

I got this for $349 . It is now reduced in the store I bought it from but out of stock there..

Wish I could've saved $110 for the 2 biggest upgrades I just ordered:
- Seems like the lowest latency RAM @ 1.2V, which HP has locked in their BIOS.

Yes. It really depends on the manager. I was able to do in a small town.
