These used to be 50% of the first $35 a couple of years ago. 25% off non sale items brings it down to the normal price that HD and Lowes charges, as Ace is generally expensive.
Ace is expensive and there coupons often come with strings attached like excluding names brand products
That's true but there are some items they sell that are the same price as other stores. Typically 10-15% off right about covers the markup, but at 25% off I'm sure people can find things that are a pretty good deal.
For example, their Freud router bits are pretty much the same price as Home Depot/Amazon, so this would just be a straight 25% off on that.

50% off is typically reserved for black friday - as far as restrictions, it may depend on the cashier... I'm not sure the POS cares. I've bought sale items using these coupons and they seem to ring through just fine.

Ace stores are often more conveniently located and for sure easier to park your car nearby for quick in-and-out purchases. Also, If you're lucky, your local store may sell nails by paper bag in any weight you want -- not the standard 2 lb boxes at the big-box stores which force you to buy more than you need. Customer service is far better than the big box stores too. I have been loaned specialty tools there for free. For those reasons and more I try to support my local Ace stores.

how did you loan specialty tools there for free?
I was buying a new faucet cartridge and told the manager I was having trouble removing the old one. He offered to loan a tool to remove the plumbing cartridge and saved my day.
