Anecdotal timeline report: Signed up 9/16/21. $40 off $250 email coupon code came 9/21/21 expires 11/13/21. $40 physical gift card came snail mail 9/29/21.

You MUST pay with a VISA for this deal and you MUST enable autorenewal. Check your account after purchasing your membership and make sure to enable autorenewal, if it is not already enabled. You can always disable this later, after you receive your promotional gift card and coupon.
Your membership will expire next year, in the same month, on the last day of the month you started your membership. So, if you signed up on Sept 1 or Sept 30 of this year, your membership would end on Sept 30 2022, either way. Therefore, it is always advantageous to join as close to the beginning of a month as possible therefore getting essentially 13 months of membership for the price of 12.
This isn't specifically relevant to this deal, but, another thing to note regarding membership timing is that not having autorenewal enabled does not mean that Costco still won't get you. If you purchase a new membership within 2 months of when your membership old membership expired, Costco will backdate your new membership to the end date of your old membership, such that you will actually lose 2 months of the new ship you are purchasing. This isn't some secret sneaky policy either - It's right in the publicly posted membership agreement. They will move the start of your membership date to the date that you actually signed up if you complain, but you'll have to fight them for it.
A few important points from the terms that constantly came up the last time this deal was offered:

I signed up on 10/1 with promo code applied, so far I haven't received anything. I did created account few months ago and shopped without any membership, and I just added a Visa card to enable auto renew few hours ago, after seeing your post. Am I good? Can I get these $40 promo gift cards by contacting Costco CS if i don't get them at all？

Email for $40 off $250 and snail mailed for $40 gc. I believe in the steps it said you had go sign up for auto renewal and use a visa to purchase did you do that? If so I would contact support it seems like most people got the email the same day as me.
