These phones when purchased through Best Buy will lock to the first SIM card inserted. Do not go back to Best Buy and ask them to unlock the phone as they are not able to unlock iPhones. They have limited access to unlocking services and will refer you to T-Mobile. Follow these steps to unlock your iPhone.
Steps To Unlock Your iPhone (T-Mobile ONLY)
1) Call T-Mobile customer service or message them through the T-Mobile app and let them know that you would like the phone unlocked. They should be able to unlock the phone after you provide them with the IMEI number.
2) If T-Mobile gives you the runaround and tells you that they can't unlock your phone because it was not sold by them but by Best Buy, contact Apple Support. DO NOT GO THROUGH BEST BUY. Let Apple know that you reached out to T-Mobile but they don't want to unlock the phone because it was not sold by them. Ask Apple to reach out to T-Mobile while you are on the line with them. Apple should be able to get in touch with T-Mobile. At that point you'll be on a 3 way phone call. Explain to T-Mobile your situation and tell them that you want to get your phone unlocked. They're going to tell you that they'll be reaching out to their "Back Office" to unlock the phone. After that, you should be fine. It may take a few hours from contacting the Back Office for them to unlock the phone.

The combo deals with bill credits don't matter to me as they generally lock you in for 2 years. Plus you end up paying the full price for the phone anyways over the course of the contract by paying significantly more for the top tier plans.
AT&T is giving a 2 year old phone $1000 trade in credit and the payment plan is 3 years for the new one. You can't pay the new phone early and still get the rest of the credit since its billing credits. If it was 2 years it would make more sense.
IPhone 7+ trade in value = $210
I'll take that lol! Probably the best trade in value I can get at the moment or ever.

Upgrade is still full price.
$50 off for upgrade at WM is still the best price for people in that situation like me.
Edit: This was for AT&T. I didn't check the other carriers.
I am curious as to why some SC plans are allowed to order and others are not. I had no problem with getting the iPhone 11 deal at Costco 2 years ago. I'll call T-Mobile too to see if they have any other insights (I know they weren't helpful for you). It may be that I'll have to wait for a Costco deal or wait another year before upgrading. I was hoping to do it this year because my battery life is getting low on the current 11
