this is not usb-c cable ... in any sense.

one end is "lighting" ... which is apple proprietary and goes in iphone only.
other end is USB A which goes in power plug.

short answer, no this will not work on usb-c devices or android phone.

It is a really weird question, considering what product we're talking about.
But to answer your question anyway: no, you cannot use it with USB-C device.
To answer first part of your question: this cable has no USB-C male, so you cannot plug it into USB-C female on Android device
To answer your second question: this cable has Apple-specific proprietary lightning connector and only Apple products use it. So, yes, this product is to be used with Apple devices and only with them.

The Apple iPhone 6s uses a lightning connector so these should work with the Apple iPhone 6s.

I bought it on amazon, using it for half a year, one of them is no longer charging. But it's more durable than other brands. The discout allows me to buy again.
Thumbup Thanks for your comment. I need some longer iPhone cables like these, and this price is definitely low enough for me to take a gamble. In for one!

Apple can't dictate the USB-A standard, only the lightning end of things. That document is to identify real or knockoff _Apple_ cables from what I understand, not necessarily MFI-Certified 3rd party cables.

My Anker cables that I trust more than Apple's have a notch in the metal on the USB-A side as well.
