Apple can't dictate the USB-A standard, only the lightning end of things. That document is to identify real or knockoff _Apple_ cables from what I understand, not necessarily MFI-Certified 3rd party cables.
My Anker cables that I trust more than Apple's have a notch in the metal on the USB-A side as well.
