Please note that at my local Lowe's, gift cards can only be purchased at a manned register (i.e. no self-service kiosk).

remember those gcs needed to be rung up by a human. cant do the self checkout. you still can do at self checkout but it still required an override.
"Use the Happy Holidays gift card at any Macy's, Ulta Beauty, Chili's Grill & Bar, Red Lobster, Lowe's or GameStop location in the US."

So I also ended up going to GameStop to use the happy holidays GC with the promo last year.

There are 2 different types of Happy Cards.
The original type were "run as credit" in which case you use them just as a prepaid CC, but the transaction was locked to certain merchant accounts (B&M Lowe's, etc). Very early on it was common for a sporadic issue where a B&M transaction would be denied, but that was because that particular location wasn't in the list of allowable merchants (Lowes by itself has >2000 locations). That's basically been fixed.
Then a couple years ago they came out with the "online redemption" ones which are basically just credits which you can then "shop" at Happy's website for legit store GC's.
Happy still sells both types (head to their site and see for yourself [happycards.com]) but these cards in particular are the "Run as Credit" type. Just look at the bottom of the front of the card, it will either say "Online Redemption/Exchange Required" or "Enter Payment as Credit". Note that they do not sell a "Run as Credit" GC that is accepted @ Lowe's on their website.
Lastly, for the "Run as Credit" versions such as this one, to empty them if you have an odd amount, you just run as credit and it will take whatever balance is left on the card off your bill - you don't have to bend over backwards to hit the exact amount left on the card.
