For anyone with doubts or questions, the small stock CPU cooler should be replaced, you may add or replace additional fans as you see fit. You can comfortably use an RTX 3060 or 3070 in this case with the stock 500W PSU.
I have an XPS 8940 with an i7-11700 and an EVGA RTX3070 XC3 Ultra. I upgraded the CPU Cooler to a Twin Fan Noctua NH-U9S, I replaced the rear 80mm fan with a Noctua 93mm NF-A9 and added a 120mm Fan with a 3-D printed holder to the front.
You do not have to use Noctua parts, there are popular options out there for cheaper (Vetroo v5), the same could be done for about $50 total.
I have ZERO problems with the:
PSU (stock 500W), no shutdowns or reboots, nothing.
CPU even when stress testing with Prime95, PC Mark, or Intell ETU temps sit at a high of 76C-77C with an occasional spike to 80C
GPU Runs great, under benchmarking its temp sits at an average of 60C

CPU cooling needs to be upgraded in all XPS with non-K processors and there's a lot of information online about it. I'd didn't bother with a Noctua CPU cooler and bought Arctic Freezer i13x for 1/2 the cost because the processor can't be overclocked anyways and all I'm trying to do is prevent thermal throttling. It's more important to add a VRM heatsink back in, Dell forum posts says you can buy one by calling Dell parts for $5, but when I called they said it was out of stock with no ETA so I gave up and bought one off Aliexpress for $20.
With the cooling upgraded, I can then lift the power limits on boosting (it's not overclocking, just running at boost frequencies for longer/indefinitely). Dell BIOS will not allow any of this, and Intel XTU didn't seem to work for me too. What I found to work was Throttlestop, where TPL adjustments can be made, and I can use boosted power limits indefinitely. It does seem to require a sleep/wake cycle after boot for the settings to stick. I have TP1 set to 96W, TP2 set to 125W (adjust at your own risk). My processor will run at 85C during boost and about 75C stable with all core stress load, which is high but not over limit.
For RAM, upgrade to dual channel but note almost nothing will run at 2933MHz because Dell BIOS doesn't support XMP or RAM overclocking. The only one I found to work is Crucial CT8G4DFRA32A which is $37 right now on Amazon for 1x8GB. It seems to be an exact match for the Micron 1x8 stick the Dell came with and so it boots to 2933MHz dual channel no problem.
In short, it took another $100 or so to upgrade cooling and add a RAM stick to do dual channel, but it's a pretty solid system after that.
