I'm trying to figure out the difference between this KP405 and the KP401[amazon.com] which is $17 and from the Kasa press release[businesswire.com] it seems the one in this OP can be controlled directly but somewhat limited with Alexa. I have the dual outlet KP400[amazon.com]which has been $17 a few times and it's been great for me.

KP405 is a dimmer plug whereas the other product is a switch (ie: just on-off).
So what you plug into it is not water proof there isn't like a cover to protect the plug where it plugs in.
It is rated IP64 so rain is fine, you just can't let the electrical connections sit in water… so I would hand it up or wrap it around the box (zip tie?) an ensue the connectors are pointed down.
Your outdoor electrical outlet should already be wet rated.

Most applications wont need a dimmer. Youd be fine with the cheaper version.
I wouldn't be so sure... these are advertised for Outdoor string lights, and so far, every/most string lights i have come across personally (family/friends, from Costco/Amazon/Etc.) I have found that they are too bright for certain situations when you dont want to blast 100% of the string lights potential, and this works perfect for that.
I dont have this exact one, but a similar smart-dimmer that i use to keep my patio string lights at 25% a majority of the time.
