$10-12 filament happens all the time, you just have to find it. I've had no issues whatsoever printing literally any PLA I can get, including the cheapest, no-name, sub-$10 stuff off Amazon. Maybe I've just been lucky but it seems like almost all PLA is pretty good nowadays.
IMO, $15 is the "normal" price for PLA unless it's high-end stuff (like Prusament, Protopasta, Atomic, etc) or something exotic (like wood composite, glow in the dark, color change, carbon fiber, etc.). $10 and under is my "buy now, think later" price. Even if it's a color I'm not super interested in, it's still good to have cheap stuff to prototype with before doing a final print with your intended color/filament.
