Chewy currently has a promotion for a free Litter Genie Plus with the purchase of select Fresh Step litter. The cheapest eligible litter is

I've used the litter Genie (normal, not plus) for a few months now. I use Pine Pellet litter and it works great for me. some people don't have a great experience using it with clumping litter, some do. I think getting for one for free with the purchase of litter is a pretty solid deal.
Regarding replacement bags, I had great luck using amazon warehouse. I got 4 pack of (sealed) refills for $8 instead of $27. I've been using the same refill for a little over 2 months now with two kittens and pine litter (I do only scoop solids though).

Best litter I've found that eliminates the ammonia funkiness is Arm & Hammer Platinum Slide, and it doesn't stick to the bottom or sides, super easy to scoop. It's often on sale, 30% off on Amazon right now.
I use a Booda Scoop n Hide for the scooper, works very well. Had mine almost 10 years now.
If you live in a home where the outside trash isn't close to your litter box or you have to deal with bad weather it probably makes sense.

2 years later, I regret being the cheap bastard I was and not ponying up the $20 to just buy the pail cuz it is in fact a game changer. The ease of scooping (neither me or my partner make a big stink about being the one who has to change the litter anymore), and the lack of cat urine smells around my place really make for owning a cat a much better experience.
If you have just the 1 cat, I kinda get the hesitation though I really still highly recommend picking one up. But anyone with multiple cats, I think picking up a litter genie is an absolute must-buy and a no-brainer purchase.

someone mentioned about cleaning it. there is zero cleaning required all the waste goes into plastic bags that are sealed. if you need to clean it, then you are using it wrong.
turns out our HOA is pretty strict on pet waste, so this thing is a blessing for us.
