Ans: With service, of course. Otherwise you are no longer with T-Mobile and why would they unlock the phone?

If you get the message "We're sorry, there was an issue processing your request. Please try again later." when trying to validate your T-Mobile account, try the follow procedure below. It seems to help some users but not all YMMV!.
Go to your T-Mobile account and turn OFF every block for "chargeable" things including sms, downloads, etc. If they are already OFF toggle them ON and OFF just to clear the system of residual blocks. You CAN leave scam block ON. Then send "HELP" (without quotes) text message from each of your mobile no. that you are trying to upgrade to 22891, 332211 and 66803. Wait 30 minutes after completing everything above and try again. If it does not work, you might an account that has employee discounts or something else.

so, i have to get a new sim card (basically new connection ? ) for activation and then use mint (once tmo sim is activated)
but will tmo unlock the device (since it will not be active on tmo network, but active on mint which uses tmo)
without being on their network how can i get it unlocked after 40 days?
i am currently on Mint and BB page (tmobile) asks me to sign up or upgrade/add a line while i place an online order
I contacted Apple support sometime later and they confirmed that the phone is locked to T-Mobile. I also contacted TForce and they weren't able to unlock the phone since no t-mobile service has been detected on the phone yet.
So to summarize: You don't need to unlock the phone to use it on MM but if you did decide to want to unlock the phone, you'll probably need to put a t-mobile sim on it and have the t-mobile network ping the IMEI. If the sim has been on t-mobiles service for more than 40 days, you can probably request a unlock right away.
