You're referencing the T-Mobile deal? There is indeed a standard process by which the line level credits are migrated to account level credits so that you can continue to receive them on a monthly basis.

that's strange
did you run the whole iPhone setup when he turned it on?
Here's what I did.
I put the att chip in the 13, powered up the phone, went through the whole initial setup. Once I got to the home screen, that's when I did the request

I went to Best buy and said I wanted to trade in a 12 mini on a 13 for a Christmas present for my Mother and they said they would have to activate the phone on TMobile. They couldn't give me the phone and the sim card. I don't have a TMobile Account. Did people who got the phone without activating it already have a TMobile account? I wanted to do the att unlock trick to avoid paying for a months TMobile service while waiting for TMobile to unlock the phone.

No, it goes like this. On the first visit they will check if your T-mobile account qualifies for the upgrade promo, not just your sim. You have to go in with an existing T-Mobile postpaid account and have full access to this account as a "primary".
Then they check whether they can order the oos 13 you wanted on their computer terminal, and if it's possible for them to order... they'll ask if you want to proceed with the upgrade.
If you proceed, this is where they check the trade-in value, check the physical condition of your phone and put in your phone's info into their computer. They'll offer you Apple Care and phone accessories.You'll pay the balance now, NOT on the second visit.
And you leave the store with the receipt/paperwork AND your trade-in phone. So just put your 12mini back in the box for safekeeping until your 13upgrade comes in.
