The CPU you have is comparable to the Intel Celeron 4XXX series.
Both your CPU and the Celeron 4XXX are quad cores no hyperthreading and both score around 2k in benchmarks. Depending on your budget you might even be better off getting an nVidia Shield pro for plex.

What's the newest Gen? Is it better to go with AMD?
11th gen is newest, 12th getting released soon. Sorry, don't know much about AMD these days. If your intent is for blueiris with high res cameras, ideally you want h.265 encoding capability which started with 6th gen intel.

Just keep in mind you'll need 8th generation for Windows 11 (w/ very few exceptions).

Intel is much better and easier to set up out of the box than AMD for media servers. The integrated GPU has support baked into most Linux distros.
We risk running off topic, but I'd recommend an Intel NUC11 plus an external drive array for high efficiency performance. Send a PM if you want advice, I've spent a lot of time going through various solutions in this area.
Not sure how future proof a 6 yr old box is anyways. With windows 10 being supported with security patches through Oct 2025, should be fine for a few years.
AMD is better for compute loads (i.e. BlueIris) since 2017, Intel is typically slightly better for gaming though AMD has challenged Intel on this recently.
