I spoke with them over chat... They sent an email with instructions about how to redeem Nest Hub
This benefit may no longer be available" instead of the 403 error
In order to contact the customer service (through Chat, Phone or E-mail), you first need to subscribe to Google One and then go to Google One homepage and click "Support" to see those 3 options. Of course, this does mean that you are taking a chance with Google fulfilling the promise but that is the only way you will be able to try it. Hope this helps someone.
Setting -> Support / Contact Us - can't seem to recall and now I have Google one so the interface is all changed...
But there I got 3 options
Call / Chat / email...
