True story, for this promo I used the IMEI of an iPhone 12 that I got from visible and had already sold(!), but still had the IMEI written down somewhere, and used that to pass the compatibility check and order the SIM card. Once I got the shipping confirmation the next day, I activated my service online (select "I already rec'd my SIM card'), and ported in my expiring Tello number...all before receiving the physical SIM card, which looks like it will be delivered tomorrow.
I've done this BYOD promo several times over the years and never had a problem receiving the git card. They don't check if you are actually using the SIM or phone it was signed up with, just that you have the active line and are paying the bills. Of course, YMMV!

1) buy a new phone and transfer my existing number to it.
2) use my old phone as the BYOP and transfer in a Google Voice number to get the $200 credit?
I would think this should work.
But anyway, I have two old Galaxy S8's that used to be on Xfinity (I upgraded them a couple years ago). They were eligible for this promo, and the $200 GC shows in the cart when you do it.
Use speedtest.net or something like that to get a full impression of the speeds you can get for anything other than video.
For video the xfinity unlimited plans are sd video streaming so you'll see the same 1.7Mbps. By the gig will be faster but obviously limited data.

I'm not sure if my current phone will work or not. I would think it should. Cause normally I'd just sell the old phone after upgrading. and the line would be dead when I put it on my new phone, so the old one IS a BYOD and getting a new line. Not sure if a phone or IME needs to be off the system for a period of time first.

I recently bought a new iPhone (13) via Xfinity Mobile (upgraded a line). The new phone completely replaced the old one (11) in the system, and the old one stopped showing up in the account. The old phone was also purchased from Xfinity as a new line but I think it's irrelevant.
At the same time, I updated another BYOD line (7+) with the 11 that I just removed from the first line. Technically, at this moment I was replacing an old BYOD with the new BYOD. The way this works at Xfinity - my line is still showing my original BYOD phone (7+) but it also has a note that the SIM card is now paired with another BYOD device (11). I just tried typing in my 7+ IMEI in the "Check compatibility" field and it said it's not compatible, even though that was my main phone on Xfinity just weeks ago. My guess is that they still consider this phone to be in-network even though it has no SIM card now.
TL;DR From what I see with my phones, what you're trying to do may work if you buy a new phone from Xfinity (upgrade a line), but may not work if you buy it elsewhere and bring it in as a BYOD.
