The price is not actually $15 per month but adds an additional $3.50 per month in fees and taxes. That said, it works great for me in Lancaster PA.

And this is still cheaper through bestbuy but if you can get cash back to go through then it would be better to buy from mint.
I'm in a rather populated area too, just outside Flint, MI
I have a Netgear 1120 4G LTE hotspot. I activated through MintMobile.com/activate which takes the IMEI of the device (you type it in), and the ACT # on the card you receive. You then just turn off the hotspot, put the SIM and boot it up.
On the first boot I didn't get service, but I used the remote hotspot admin address (it was something like 192.168.1.5 - if you plug a computer into it, it probably matches what would be on the sticker on the bottom; if you're plugging it into a router like I did, it might show up as a device on the router admin client list. Also sometimes it's just something like NetgearLogin when you plugin direct) - in the admin I set the APN up (MINT, wholesale, default) and then I turned it off, double checked the SIM was seated well, booted up and got full service.
Alternatively, if you do a reset with the SIM in, it should read the APN off the SIM.

People have had success activating w/o IMEI or on a burner phone and then transferring the sim back to their 'Mint phone', however with the addition of the "and phone number" looks like they stopped the port out/in work around.
