It is OK for a cheap commuting bike, but be aware that in general the proliferation of eBikes saw a huge increase in serious injuries involving cyclists: this thing and similar cheaper ebikes ofc have a meh top-speed, but it accelerates faster than what most have experience with, and average speeds are up there with seasoned road cyclists and even motor-bikes in city traffic.
Combining the "meh, just a cheap bike" mentality, with 20mph avg speeds, zero training/licencing requirements and typically very casual safety gear (a half-shell helmet at best ? - in this case the cheapest available helmet sold next to the cheapest available ebike?), no serious noise or presence to be noticed, no lights for low-light riding etc, leads to ebikes being involved in numerous serious injuries and/or deaths. This is true even for expensive offerings. This one will have mediocre frame geometry, crappy coil shock and the cheapest possible brakes and tires added in the mix...
Do not just casually buy this for your teenager if you cannot assess their ability to ride it safely (or yours for that matter).

250w is very slow though. A 750w motor will push you along at 20 mph, a 250w motor will be much slower. Still this is priced very low so it may be a good deal depending on the quality of the bike.

Looks like it has rear disc mounts on the frame. I really wished they used it on this bike. Most hubs have the holes for a disc brake.
