Apple has much better phone support than Microsoft consumer support and the Microsoft stores have almost all closed permanently.

There is also a history of various hardware problems with Surface tablets e.g. white spots developing on the screen.

Well one is Windows and one is MacOS. If that doesn't matter to you, that I'd probably go with the MBA if you're even considering it. I don't use Mac products so no reason for me to switch to MacOS.

7+ has better processor, better graphics, better battery life and expandable storage as compared to the regular Pro 7.

I think the current deal at BB is the Pro 7 i5/256GB/16GB for $1,000 without cover or pen. This is an easy decision as I'd get the 7+. The leap in performance is too much to justify double the ram.

The best deal on the Pro 7 was when Walmart had the i5/128GB/8GB with type cover for $699. So this Costco deal gets you the Pro 7+ with the pen for $100 more. Pretty solid imo.

No, I got a SP8 directly from MS when it was released, I sent it back within a week. They made it out of aluminum instead of magnesium. The SP8 is 5 ounces heavier than the SP7+, which may not sound like much, but over a quarter pound difference makes it unusable as a tablet. The SP7+ for $799 has the same processor, replaceable SSD, and the same size battery with a slightly smaller screen.

EDIT: Also, this deal went live Saturday morning, I bought it then. No telling how long this will last.
