GameStop will open a game, take out the disk, and put the empty box up on display. They've been doing this for decades. If the only "new" copy they have left is the open one on display, that's what you're getting.
Some locations only get 1-2 extra copies beyond what was pre-ordered, so if you didn't pre-order the game... the open copy might be all they have.
And in-store clearance is likely to get you an opened copy as it's this opened copies they're trying to clearance out.

That can still happen with clearance games, or after they close a location - the opened games go to the warehouse and get mixed in with the rest of the new inventory - but it's pretty rare.
Ordering new games for in-store pickup on the other hand, I've gotten opened games that way.
