Mini two fly more combo is twice the price. You should buy it it if you want 4k video, want RAW photos or need 2.5x the wireless range.
If you don't fit the need for those three things then get this. Any other differences do not warrant the price increase.
My mini refurb looked like new.
Personally happy to have cheaper version as an intro beginner drone.
The range on this is already pushing the line-of-sight requirements and 2.7k with the gyroscope camera looks amazing.
I guess if you're going to use the videos professionally you might want the 4k, but for amateur hobby stuff this thing is a lot of fun.

Seems the prima-facie of those who need a drone in an urban area legally aren't in this thread in the first place.
For most places in the civilized world; No. This drone is under 250 grams so no license needed for Northern America at least.
Are those differences worth the extra $200 for the Mini 2 Fly More combo? That's up to you.
Clearly DJI is getting rid of old stock in view of upcoming new models.
Can't justify myself to get the MINI2 (for the Oculus based remote control). I upgraded from a Syma drone to mini and still very scared when this drone goes away from sight so not sure I will be comfortable using 10KM range on mini2. Great shots on this one because it uses same camera/sensor as mini2 just that DJI enabled 4k on mini2. Flew in 12-15 mph winds and it gave warning on screen but stayed there at 400ft without shaking videos too much (gimble was super helpful in getting steady recording).
Overall, if you are deciding between mini and mini2 and can't justify extra $150 for mini2, get this one. Super happy with it's flying experience.
Only problem - Android users have to be careful on phone supportability. I have S10+ and it's not supported so I had to grab an older version of DJI FLY APP to make it work. Not super happy about it but IOS devices work just fine.
I used to work for a company that refurbished their products. I would clean and polish each piece, package and seal them in individual bags and put them in new styrofoam and a new box. With a brand new plug in the package. Looked good as new once I was done but was it was definitely refurbished. So I would think its possible it's not new.

As far as flying in urban areas - I think there are zones where you cannot fly at all, there are zones where you need a permit to fly no matter which drone you have, and there are zones where you can fly lightweight drones without any permits / licenses. Urban flying is absolutely happening is all I am trying to say. So, if one is looking to get a Mini (for reasons that do not concern you or I), I was stating that Mini 2 offers a better value for money in this regard with Occusync 2.0 vs. Enhanced Wifi On Mini 1. Another thing, they require line of site by law and this truly makes it almost useless to have a drone with more range (it's a pretty crappy law).
