You likely were losing fish due to other reasons, most frequently it seems to be an uncycled tank.
That said, heaters get hot, swimming past one and touching it, will not kill your fish. If you have a fish that likes to sit on a heater, such as a stingray, then get a heater guard.
Just get a sous vide, they have been on sale for about $40-50 for some brands such as the one monoprice makes. Makes much more sense, it's thermostat is meant to get up to the temperatures to cook food, it would have a built in circulation pump, and have the wattage to get the temp up and keep it there.

Hello. I replaced the heaters with other brands as I said, so my water is not cold. My water parameters are great, tank is well established and cycled. The EJ heaters were crazy hot to touch. Fishes are small size (2 inch or less) and hence comparable to the size of the heater, so would most likely have got shocked to death by the intense heat upon on contact, if not burned. They were just dead all of a sudden (separate occasions) which indicates something sudden like shock or trauma or other physical injury. So had to be the heater, possibly when being chased by other fish.

I'd look into a grounding probe:

I have had issues with stray voltage from heaters multiple times, usually I notice stray voltage if I have a small cut on my hand put my hand in the aquarium. A grounding probe can help with that, you can check for stray voltage with a Multimeter if you have one.
Personally I prefer heaters with cages or are titanium to prevent the chance of shattering the tank.
