This was also $799 at Costco a week ago, and Surface Pen was also included in that price (plus better warranty and returns)

I agree. Unless you intend to dock the tablet when working at home, 16GB probably isn't necessary.

Does using a dock increase the performance or available ram somehow? I'm not aware of this feature, but if I've missed something I'd be delighted to learn otherwise.
It just makes it so you can use the tablet like a desktop PC, eg. Using monitors and a more traditional keyboard, mouse and various other peripherals.
Sure you're not referring to the Pro X?
My Surface Pro 2 is still running like the day I got it, but obviously 8 years later the performance is getting sluggish, so I might upgrade to this new one.
