If the offer is showing in your PayPal wallet then the discount will come off from the paypal side and you won't see it on the instacart site.

If the offer won't apply due to another offer in your promos contact the chat assistant. They applied a $10 credit to my order and are reimbursing the $30 paypal offer once the order is picked up.
