The Pokemon TCG releases several expansions per year. Each will feature new cards and sometimes new elements of play. For the most part, cards from different expansions can be played with each other but sometimes official rules will sunset cards from tournament play. The casual player won't care and the point is moot for collectors who don't play.
Maybe a sports analogy: Football draft brings in new players right? Those are your cards from new expansions. But you still got your old returning roster right? That's the old cards from previous expansions. You mix them together to form a team (deck) and throughout the years you may need to retire some players (cards) because tournament rules say so.
Doesn't slow down those losers from trying to scalp Pokémon cards. They have no shame, therefore this does not matter to them.
That's great but you have to pay shipping if you do separate transactions.
I mean they want to be the very best, like no one ever was......

Funny enough when I got the starter packs (son wanted a few of the big cards and they were only $7 each), battle styles and sun/moon were the best packs out of the four we got.
