Steps:

I went ahead and bought a global 14-day ultimate pass for $4 and it appears it worked. It says I have ultimate until 12/27/2024, so it appears they gave me an extra 6 weeks that I didn't pay for. Pretty weird, but no complaints.

Edit - I see 12 months live converts to 4 months GPU. So is the advice here to buy now and sit in the codes till GPU expires? Is that safe?
Also, you can just go to redeem.mocrosoft.com to redeem it as long as your VPN was working. I wasted time by paging through a bunch of menus in Portuguese before I tried that and it worked fine.

I use PIA and I'm connected to Brazil to redeem
UPDATE: I tried my office VPN (which strangely had Brazil) and it worked. So FYI, PIA does not work for Brazil, even though the country is still loaded in the app.
