Corsair had changed the die from Hynix to Micron and the orientation was changed from 2 rank to 1 rank.This change has caused the RAM not to hit 3200 because the chip type in which they switched to is of poor quality. I wouldn't suggest buying from Corsair as long as they continue to use cheaper quality chips that cannot hit the advertised speed.
edit: just asking in general - might pass on these sticks. I'm guessing the best option is to just sell the two I have and buy four when I'm ready.

Its Samsung C and Micron B/E dies from what I see. I wouldn't say poor. Hynix is perceived as the worse for DDR4 OC. Hynix also puts more stress on IMCs, especially in DR config.
The micron variants are the same chips that Crucil Ballistix kits have, just binned slightly lower on middle timings to make it easier to bin in Samsung C. (Which is one of the worse on DDR4 OC)
