I guess I made the mistake of not letting my current Ultimate pass expire. It automatically renewed (monthly) last week. I canceled Ultimate, and thought it was "expired". Turns out, it was not and I had paid for the month. I should have paid closer attention I guess.

My credit card was initially declined through Eneba (probably due to it looking suspicious to my bank) but then I tried with the same card via PayPal Checkout and it worked.
I had difficulty logging in from the Xbox Game Pass Ultimate landing page, but I was able to log in from the front page of microsoft.com and then go to that page while already logged in to purchase the 1 month for $1.
I've never had Game Pass before, only Xbox Live. Fortunately the website will tell you before you purchase the 1 month for $1 that it's converting 36 months for 36 months.

Just use a free VPN has suggested above if you don't pay for one, I used Tunnelbear before buying a VPN service
