This is because the retailer needs to scan and activate the phone (like a gift card) before they sell it, and they often don't especially if it is shipped. I bought one for my dad for Christmas at Target, and I had to take it back to the store and get another one that was activated at the checkout. If it is not activated, AT&T will presume the phone is stolen, and your SIM will be disabled. You'll have to contact your carrier to get the SIM reactivated. It's a pain in the you-know-where. Working with Red Pocket GSMA.

I got the same phone from target a couple of weeks ago, checked on the freeup website and it said the phone wasn't able to be used, I called customer support and they said the same thing. I took the phone back.

Official way is to use it for 6 months on AT&T prepaid.

Otherwise, you might be able to purchase a code from an unlocking service
