Balance bikes are great for getting kids to transition directly to pedal bikes without training wheels. If they spend enough time on a balance bike, they just need to learn pedaling and they're golden. Even better if they have a pedal tricycle type thing around to learn pedaling.

I think the $19 one is better as it can have 2 wheels for the rear ...

Don't think the 2 wheels (make it thicker?) option has any advantage. The kid can pick up very quick, doesn't need a thicker wheel.
My 2.5 years old has already mastered the balanced bike from Walmart (also good deal as it includes helmet) and ready to move to a 14" bike but she's not high enough yet.
My 4.5 years old boy moved from the balance bike to 14" bike in less than 2 weeks.
I bought a balance bike at a yard sale cheap. Brand new condition in box I had no idea and had no pedals on it. My four-year-old grandson at you sit with a helmet and learn how to balance and used to go real fast around the neighborhood pushing it with his feet. You're cool but they're dangerous to for young kids so make sure your son or grandson is wearing a helmet.
