If your going to use the 1660 in another machine (or sell it I guess) then probably, because you get 2 more CPU cores AND it helps the iGPU quite a bit. And and the the CPU cache is doubled too so it's even better than just the cores. (No similar jump for 5700G, which is not worth it for sure.) If you're going to use the system with the 1660 then the 5300G is probably good enough to not be CPU limited in games and I just would keep it, and you won't see any benefit from the faster iGPU. It's still not a terrible upgrade for $100 though, going from 4 to 6 cores is a big jump if you use any apps that benefit.
I have bought 3 of this particular configuration across two different orders. Despite dropping a lot of $$ HP was completely unwilling to work with me on price adjustment, cancelling or tweaking orders due to price gaps. Also the delay time from time of order to delivery is painfully long. Think the average for mine was about 6 weeks. HP has no qualms taking orders for these knowing full well they won't have the parts for potentially months—and will refuse to cancel or adjust the order after some ridiculously short window, like 12-24 hours. Price is decent for what you get just be prepared to wait and wait some more
