Lots of live broadcasts are compressed depending on the source and station. Sometimes "HD" may very well be a 720 signal. Theres a lot of factors of why that might be — signal, your provider, the broadcaster; but not your cable.
For many reason; no. Your HDMI cable is the one of the least contributing factors in why you perceive a bad look.

If you want a simple cable, like RCA, AUX, or speaker wire, Monoprice is a great value, but for advanced cables like HDMI and DisplayPort, I'd look elsewhere. There's plenty of high quality HDMI 2.1 cables near this price point. Especially if you're driving the latest displays at 4k high refresh rates or 8k, it makes no sense to save $2 to connect a $1000 TV and a $600 Console/GPU with a cable that can't be trusted.
My recommendation after going through two Monoprice and cable matters HDMI 2.1 cables that had random disconnects frequently and then getting a certified Zeskit cable for the same price that works flawlessly.

I recently bought the Etseinri Certified HDMI Cable 6.6Ft HDMI cable for $6. I don't have any 8K source to test with, but it works with 4K60 and I scanned the unique barcodes with the HDMI app on my phone and they seem to be certified.
