IOW, when Office 2024 (or whatever) comes out you don't get to upgrade to it. However, you will still receive security, bug, and critical updates to your Office 2021 for the life of the product (thru Oct 13, 2026).
Also, read the ONE COMPUTER part as something that you control. If a computer that you had this Office 2021 on dies, you are fully able to license the same Office 2021 on a new computer, provided you log into your Microsoft account and remove the old computer activation. It's a full retail license that is fully transferrable - as long as it's only on one computer at a time.
Also², If you already have (or have had) a Microsoft account tied to a subscription Microsoft product (Office365/Microsoft365) Microsoft may not allow you to use that account for perpetual products (although this isn't explained when you try to use it). Just create a new, free Microsoft account and activate it that way. You can use the key you receive for any valid email address (regardless of the email address you enter when purchasing the Office 2021 Pro).

E.g., if your hardware can't support anything beyond Windows 11 so that's the OS you're running, but Office 2025 is only compatible with Windows 12+, you are SoL.
Thankfully I'm on a Mac, and both Apple's office software and LibreOffice are free and do everything I need.

But there haven't been any security updates for that software in almost 5 years.
it's probably ok if you only ever use office to create your own, local, documents- and never open anything from any external source with it (including not letting your browser pass anything to any part of office).
Otherwise this deal is probably worthwhile for you.
While private and small businesses now use such tactics as well, I'd argue this strategy, of slicing and extracting every ounce of flesh, regardless of the quality of the product, or relationship with the customer, roots itself in people chasing the uqarterly monkey on their back.
If you want to move the license to a different computer you just need to log into the Microsoft account it's tied to and remove the old computer, then you'll be able to license it on a new computer.

If you never connect to the internet, and you never open any document you got from any other person or computer, and never insert a USB key that has been in another computer- then you're probably fine.
Otherwise you're playing russian roulette on a daily basis not being current with security patches on all your software.
