TN has less overall ghosting than IPS if you compare similar quality/technology level panels.
This is an insanely good deal for low budget gamers.
280 hz TN 1080p is the sweet spot for low budget gamers, and this price is the lowest I have seen ever.

Assuming budget gamers are also using the monitor for non-gaming things, IPS is so much nicer to look at than TN.
Those are two better deals in the past few weeks.
EDIT: There is no functional difference between 240hz and 280hz. We are talking about half a millisecond difference in time between frames. 6/10,000 of a second. Linus/others have shown there isn't much (if any) gain after 120hz. 144 -> 240 is noticable. 240-> 280, no way. Also consider real input lag on this monitor vs a more trusted name brand like dell or LG.
60hz -> 16.7
120hz -> 8.3
144hz -> 6.94
170hz -> 5.88
240hz -> 4.17
280hz -> 3.57
