I wasn't able to link the .xls file so I had to save it as a PDF.
I think I found the originator. Credit go's to "LeasedJet". If you search some of the old tool box posts, you will find several detailed opinions of different tool boxes which included the original comparison file.
Is there a code or anything special to obtain the price?

Edit: I set my store and select ship to store to show the $99 and then select ship to home which still shows $99. However, when you click checkout, after a few seconds it jumps back up to $199.
Couldn't get it to ship to home at $99.
