What's the GPU temp while gaming? I'm just saying that maybe the fans are at max speed when they don't need to be. Perhaps the driver reinstalling reset everything.

Sleeve and ball bearing fans all have some level of coil whine at max speed, but are usually fine at lower speeds.

Other than my video card, the rest of the fans in my system are corsair Magnetic Levitation fans which have no coil whine, even at max speed. All you hear is a loud whooshing of air from the fan blades at max speed.

I have an EVGA 3080 12gb and the max fan speeds are about 3300rpm, they're very loud with coil whine. But I'm able to set the fan curves of the video card using the EVGA Precision X1 software. I keep the max speed at about 80% under full load at 80C temperature. It's not too loud an I don't hear the coil whine.

Yes thanks for the tip.

However, I have tried setting the fan curve to max power and there was no coil whine. It's just while playing games, pinpointing this is unrelated to the fans.
