Of course if you have something to trade in towards the z flip 3 even better

This. A major waste of time IMHO.
If you have a sub 200 iphone 11, trade in for 315 trade in credit on the flip 3, trade in flip 3 for 700 credit on the iphone 13, some leg work but save 300 plus on iphone 13

Seems like $499 on the Flip3 is a solid deal, arbitrage or not.

Is it instore or could be done online?
Well it doesn't seem like you can buy it and trade in the same model in one transaction online:

"We can't accept your trade-in because its value exceeds the price of your new phone."

Verizon has a $35 activation fee. With tax and fee, it comes out to well over $500 almost $600 depending on your location.

You could ask the rep to give you an unlocked phone sold as unlocked, and separately do a carrier activation in store. But I don't think this deal will kick in.

T-Mobile is pretty easy to unlock if it's paid off. Verizon will unlock as well after 60 days I think. At&t will also unlock it for you but it's nigh impossible to get in touch with anyone about unlocking issues, if the website kicks you to the corner.

More importantly, give us the dirt on your $10 H2O plan. What is the secrecy?

Thanks, I basically use 10$ H2O wireless plan which works for me upto 3- 4 months (assume 3$ per month), it's just for calling and texting as I am always on wifi and internet calling these days.. If I'm traveling I use their 18$ month plan with internet..
it works well for me as I don't need phone that much & is cost effective.. not for everyone

It's my way to avoid high monthly mobile bills which we pay for no reason as wifi is available pretty much everywhere (at least in Big cities like Boston.. +my xfinity hotspot everywhere) .. I was on ATT unlimited plans before and it's literally a loot even with 4-5 members in plan.. Never going back to Unlimited family plans ever

Go to the S22U unlocked version product page on BB. There were be a blue link bar above the product "Trade in Offer" which will show you the elevated TIV towards unlocked Sammys i.e. $800 TIV for a ZF3. . .

This deal is for $499 carrier version of ZF3. . .in which case your S21 would have a TIV of $415.

The unlocked version of ZF3 is either $799 activate now, or $999 activate later/never. . .and your S21 TIV would only be $315. . .this is what it seems you were attempting. Do the former instead!

Are you trying to trade in a ZF3 to buy another ZF3?

Anyways, if you are buying the ZF3 carrier version online, it's $499. The ZF3 TIV for carrier purchases is $600-800 (i.e. more than the new phone cost). Which they won't let you do.

Buy the carrier version for $499 online (and trade something in with less than $499 TIV). . .and then if you want an unlocked phone go in store and say trade in the ZF3 ($800TIV) towards an S22 Ultra ulocked, activate now, which is $899.

EDIT: nevermind, looks like you're just going for the $50-100 net in the end like in OP.
