Deal is beginning to go live, picture in the battery listing shows all of the tools that will be available. Right now you can start to add tools manually to your cart and it should show the discount.
Also looks like Home Depot is pushing you to use the same shipping method for batteries and the tool when you check out, so not sure how this will impact the ability to return batteries and keep the tools (or vice versa)

It's well worth it. I've cut everything from small saplings to 5-6" diameter branches with it, it works wonderfully.

Probably because it's a complete pain in the ass to meet someone to do the exchange for $10. Not sure what your time is worth
When all the options are made available the best values are probably the multi tool or the full size reciprocating saw for basic tools.
For the ones people like the most people love the inflators and work lights apparently
