Can I switch to Google fi but give the phone to my dad who is on tmobile? Ican continue Google fi service. Is this unlocked?

The phone is not locked, but if you plan to continue Fi service by using the Fi SIM in another phone then you're asking for troubles.

I plan to use Fi service for a couple of months. After that I can just use the phone with another carrier while keeping Fi sim unused.. right? After 4 months i can cancel the service. Is that right?

Based on posts from people who had completed previous Fi deals, you can take out the Fi SIM and not use it. Don't use the Fi SIM in another phone. Use another non-Fi SIM in the phone if you want.
After activation, there's a counter showing how many more service days you need to complete. Once it reaches zero, you can cancel your Fi service.

Let say prepaid $150 to take advantage of the full amex credit, then I end up using only $100 ($25x4 months) and cancel after 120 days. Will Google FI refund the extra $50?

I agree, let's say 20 days to be safe, but I wanted to make sure that it won't violate any policy to use the unlocked phone on my current provider for a few weeks. I will def activate it sooner to be on safe side.

I've been using an AT&T sim in my Fi phone for about a week. Counter is still going down. I wanted to keep the Fi sim in and use AT&T esim but they couldn't activate it for some reason.

i had a similar issue with Verizon. gave them the esim # and backend team figured it out in a few days. i think they have to manually add it to their database.
