So I chatted with them to confirm. Was told that regular members (not Plus member or Premier status) can only recycle 10 per month, even if you get the More Account Credit card.
So I cannot tell if you were grandfathered in for that benefit, or if maybe you have Premier status since you don't have Plus,
Bottom line is the 20 per month benefit is not available currently. That would have been an option for me if I still could do it and save the $50 yr (which they can raise at will).
Please show me some link to prove they were incorrect (besides your personal experiences).
Also to get the $50 statement credit (not discount) you need to get Business or Commercial flavor, for which one can use SSN and name instead of TIN. OR ebay seller ID for name of business etc...
UPDATE: I just received a voicemail that my Staples Rewards account should be upgraded back to Premier within 24-48 business hours.

If you click on the button to apply for the Staples More account, you can read the Terms & Conditions. The T&C mention premier status without any limitations on the number of ink cartridges.
STAPLES REWARDS® PROGRAM
*Staples Rewards membership is FREE. If you are approved for a Staples More Account Credit Card, you will be automatically enrolled in the Staples Rewards Program and receive instant Premier Status. If you are already a Staples Rewards member, your existing Staples Rewards account will be linked to your Staples More Account Credit Card. The program is only available to customers in the U.S. 18 years of age or older with a valid U.S. mailing address and email address and only on purchases made in the U.S. For complete terms & conditions, see staples.com/rewards.
In my experience, the upgrade to Premier wasn't instant. I had to make a purchase on the Staples More account first.

Bought $30 worth of ink 3 months ago for recycling. Now I have to spend an extra $20 in the middle of the 180 days?!? Wouldn't have even realized that I wasn't qualified for recycling this month if I hadn't just checked in with Staples to spend my expiring rewards online at the last minute. I usually do it in store.
anyone know, do you need to have paid the total $ worth of ink ($50 now) BEFORE you recycle?? Because since I didn't know about the change, I did recycle 20 carts in mid-June. So now If I buy the extra $20 worth of ink, would I get credit for those 20 recycled, or am I screwed?
Update: Spent 10min with rewards CS on the phone and they pretty much confirmed I would be out of luck. They were willing to give me a courtesy $40 rewards without much effort at least. In order to make up for the problem.
You could try again by calling their cust svc number and asking for rewards dept, but not likely any help. I imagine that is where you started and escalated it from there though. You just did not mention that being done before trying the OOP.
Meanwhile, many folks got to keep premier status intact for real, and for several years (until recently), long after their spend went way too low- which happened to most of us when rebates died.
I am channeling Miss American Pie to myself about it. "The day...the reeeeebates....died. I started singing, Bye... bye... Staples paper I buy,......".
There is not much rhyme or reason. Staples is full of glitches. I had to join Business Plus to keep the ability to recycle 20 per month, regardless of the status showing as premier for months (in my online account status) after they disqualified me.
Prices for small batches are insane. I advise you to bite the bullet. This is likely my last ride.3 months to recoup the cost @20 carts per mo. Just 2 months for you.
But if you are ready to get out of the game after September because your Premier or Plus is ending or you no longer want to have to spend $50 every 180 days for ink, I don't know of any other source. Hopefully, someone else can help.
Send me a PM

My question is: Is it NEW that we can now make the qualifying ink purchase online instead of having to do it in-store?
Before this $50 change, I know I HAD to buy $30 of ink at a physical Staples store (NOT online). I learned this the hard way. Note that the same ink that's sold in the Staples stores are cheaper online, such that you get more "value" if you could purchase ink online. Also, Staples always gives better % back in rewards deals for online ink purchases. Does anyone know for sure if you can now purchase the $50 of ink online?
Why I *think* you can purchase the $50 of ink online:
Note that I haven't personally tried this, but I was wondering if anyone else has.
This states: "Spend at least $50 on ink or toner in store or online within 180 days prior to recycling. You will earn $2 back in Staples Rewards for every eligible cartridge you recycle."
At the dropdown at the bottom of the webpage, it unfortunately doesn't explicitly state in-store vs online: "...if the member has spent at least $50 in ink and/or toner purchases at Staples over the previous 180 days. Minimum purchase requirement is net of coupons, taxes, rewards redemptions, and shipping charges..."
Step #1 states: "Spend at least $50 on ink or toner - Buy in store or online within 180 days prior to recycling." and the footnote also states: "*Each member is eligible to receive Ink Recycling Rewards ("recycling rewards") on ink and toner recycling, as defined below, performed at Staples® stores or online at staples.com/rewards..."

edit: Apparently, yes, the ink purchase can be made online. Thanks Slickdeals community!
