A little of both. This thing is the fastest full auto they make. The best part is no more D batteries,this has a rechargable battery.

I have the big daddy one (10k?) and it often causes crying. Stings on bare skin but not too bad on clothing. I'd say 12+ is fine. Buy a face mask.

I have 2 of these. They definitely are not good for younger kids. These things do hurt/sting when they hit you. When close up it feels nearly like a paintball shot. Eye protection would be highly recommended as well.

I have 2 as well red & blue. They do hurt like hell close range and from a distance as my wife shot me with one lol. I bought a separate zombie target setup from Amazon and my kids like to use it to shoot at the targets from a distance. The kids are really careful with it and have not hurt felt the pain from these yet. It is powerful and accurate. I'd also say it's the best auto blaster from Nerf. The battery charge also lasts pretty long.

This thing is a beast. I had to hide the batteries from my 6 and 8 year old boys so they can only play with them with my supervision. Eye protection is a must.

These things are terribly fun. I have about 5 different rival blasters, This one is the most effective to play with, Prometheus is most fun to shoot, but I really like using the Hera the most because it's lighter to carry and limited ammo and reloading is fun.
