So, it doesn't matter if you sign up before adding the first line and honestly I'm not even sure you can.
EDIT: Also, you can actually add a line for just $15, the 7k points are worth more than that
Bonus: The cancelled lines stay on your account for like half a year if you need port in numbers to take advantage of other deals that need a port in.
