Think you mean under 30. I'm 30 and definitely used cassettes/vhs when I was a kid, but old enough for me to remember. Don't know who/what Picard is exactly, but guessing it has something to do with Star Trek since I know there's a ST movie or TV series with that as its title.

Forget that. Star Trek: Next Generation is the show that ran in the late 80s and 90s with some movies continuing until 2000s. Great show, of course looks dated today, movies might seem better for new viewers.
