There's an empty M.2 slot, which can accept a 2280 form factor "gumstick" NVME SSD (but not a SATA M.2). Spend $40 more to get one & make it as the system drive. It will greatly improve the performance of this laptop.
The 1TB "old" HDD could be kept and used as media storage…

The goal is to use it to host windows system files, and make the laptop faster. This is for my old parents who are not gamers.

You should think about how much your time is worth. An underpowered PC will ruin your productivity. You can watch for specials and get a really nice laptop for $900. That's a $550 difference. If you keep the computer for a year and value your time at $20 an hour, you have already made money after you save 27.5 hours of your time.
I don't skimp on technology anymore. It just costs you money.

If you want to make sure it's not stupidly difficult with ribbon cables and other junk in the way, try looking up the model to see if anyone has done a video guide on it.

If someone didn't want the hard drive in the laptop, they could probably remove it and place it in an enclosure.
The HP I purchased for teen (different model) had a standard 2.5 inch SATA interface.

I purposely looked for a HDD version to make sure I had the mounting bracket and cable.
It was challenging to find the bracket and cable in stock when i purchased the laptop for my teen.
The license is stored in the SLIC table of the UEFI firmware/BIOS.
Windows will access the SLIC table during installation.
